Content Directory Monitoring doesn't gracefully handle network disconnects

Description

When the CDM disconnects from a NFS it is monitoring, it will fail to ingest all the files it is currently processing (haven't been ingested yet), and then save the NFS directory state as if it has succeeded ingesting everything. Then when it reconnects, the DDFs state of the NFS matches the current state of the NFS, so it will not re-ingest files that previously failed. This leads to the catalog and NFS state getting out of sync.
